Harwich Museum

Customs men vs Packet Boat Captains

In late 18th century Harwich, power comes from one of two sources: the Treasury or the Post Office.
These two institutions do not work harmoniously together.

Anyone wanting to get ahead must decide if they support the customs men or if they are for the Packet Boat Captains.
Harwich, being a “Rotten Borough”, means you have to choose your allegiances carefully.
